- Attain national accreditation
- Develop and implement a system to allocate State dollars fairly and equitably
- Develop a facility-based crisis service
- Prepare for Medicaid utilization review and/or Medicaid waiver
- Improve the functioning of the LME to be in line with national standards
- Outsource remaining direct services
